A BILL making a supplementary appropriation in the state excess lottery revenue fund to the school building authority, fund 3514, fiscal year 2003, organization 0402, all supplementing and amending the appropriation for the fiscal year ending the thirtieth day of June, two thousand three.

Be it enacted by the Legislature of West Virginia:
That the total appropriation for the fiscal year ending the thirtieth day of June, two thousand three, to fund 3514, fiscal year 2003, organization 0402, be supplemented and amended to read as follows:
TITLE II--APPROPRIATIONS.

Sec. 5. Appropriations from state excess lottery revenue fund.

$20,000,000

Any unexpended balance remaining in the appropriation for Unclassified - Total - Transfer (fund 3514, activity 402) at the close of the fiscal year two thousand two is hereby reappropriated for expenditure during the fiscal year two thousand three and redesignated as Unclassified - Total (fund 3514, activity 096).
The above appropriation for Unclassified - Total (activity 096) shall be utilized for direct payment of school construction projects in accordance with the provisions of section sixteen, article nine-d, chapter eighteen of the code of West Virginia, one thousand nine hundred thirty-one, as amended .
The purpose of this bill is to supplement this account in the budget act for the fiscal year ending the thirtieth day of June, two thousand three, by amending language with no additional funds being appropriated.
